Complaint No. 249/2025 – Unione Italiana del Lavoro (UIL) v. Italy
On 22 July 2025, the European Committee of Social Rights registered Complaint No. 249/2025, submitted by the Unione Italiana del Lavoro (UIL) against Italy under the collective complaints procedure of the revised European Social Charter.
The complaint alleges a violation of Article 3 (the right to safe and healthy working conditions) and Article 11§3 (the right to protection of health) of the Charter. UIL argues that, notwithstanding a formally advanced regulatory framework, Italy fails to guarantee the effective protection of workers’ health and safety. The complaint specifically denounces the ineffectiveness of the measures adopted to reduce the persistently high number of workplace accidents and fatalities, as well as the inadequacy of labour inspection and prevention activities.
